How to Read a Bill of Quantities: A Practical Guide for Builders and Contractors

For a builder or contractor, treat a BOQ as a structured map of measured scope, not simply a spreadsheet containing a final number.

The most useful way to read one is:

Basis first. Description second. Quantity third. Rate fourth. Amount fifth. Risk throughout.

That order matters. Starting with the total can tell you what the tender adds up to. It cannot tell you what the tender actually includes.

What Is a Bill of Quantities?

A Bill of Quantities, or BOQ, is a structured schedule of measurable construction work, normally organised by trade or work section and described using quantities and units that can be priced.

An unpriced BOQ provides the measured basis for pricing. A priced BOQ has rates and amounts added to those quantities.

A BOQ may be prepared by a quantity surveyor for a competitive tender, by a builder for internal estimating, or from a detailed construction takeoff.

Importantly, a BOQ does not always contain costs, and it is not automatically the same thing as a construction estimate.

The BOQ Reading Order

A builder should not begin a BOQ review by scrolling to the bottom.

A better sequence is:

Document basis to pricing rules to item description to unit to quantity to rate to amount to assumptions and risk.

This sequence shows how the final number was constructed.

That matters because two BOQs can show the same project total while carrying very different levels of scope, allowance and pricing risk.

Start With the Basis of the BOQ

Before checking quantities, establish what information the BOQ was prepared from.

Look for the drawing issue or revision, specifications, schedules, tender addenda, measurement method, assumptions and pricing notes.

If the BOQ was measured from Revision C but the tender drawings are Revision E, the document may already contain quantities that no longer match the design.

This is one of the most important checks because measurement accuracy and document currency are different things.

A perfectly measured superseded drawing still produces the wrong quantity for the current project.

Where a recognised method of measurement has been used, the BOQ should normally identify it. In Australia and New Zealand, formal quantity surveying may use the Australian and New Zealand Standard Method of Measurement, published by the Australian Institute of Quantity Surveyors.

Do not assume every BOQ has been prepared to ANZSMM simply because it looks professional. Check the document.

How to Read One BOQ Line Properly

A typical BOQ contains:

Description | Unit | Quantity | Rate | Amount

For example:

Concrete to footings | m3 | 24.50 | $420 | $10,290

The arithmetic is straightforward.

24.50 x $420 = $10,290

The commercial interpretation is harder.

Before accepting the $10,290, ask what the description includes. Does the rate cover supply only, or supply and placing? Is pumping included? What concrete strength applies? Is excavation elsewhere? Is formwork elsewhere? Is reinforcement separate? Are small-load charges or difficult access relevant?

This leads to a useful rule for reading any BOQ.

The Scope-Quantity-Rate Test

Every significant BOQ item should survive three questions.

Scope: What work does this item actually include?

Quantity: Has the correct amount of that work been measured?

Rate: Does the price applied realistically cover the work described?

If any one of these three is weak, the line item may be unreliable even if its arithmetic is perfect.

For example, 100 square metres of walling can be measured correctly and multiplied by an apparently reasonable rate.

But if the specification requires a fire-rated acoustic wall and the rate assumes standard plasterboard construction, the quantity is correct while the estimate is wrong.

A BOQ line is only as reliable as the relationship between its scope, quantity and rate.

Understand the Measurement Units

Australian BOQs commonly use metres, square metres, cubic metres, kilograms, tonnes and item counts.

Linear work such as skirting, pipes or kerbs may be measured in metres. Floor finishes, walls and ceilings are commonly measured in square metres. Excavation and concrete may be measured in cubic metres. Reinforcement and structural steel may be measured by weight.

Some work is instead shown as an item or lump sum.

That difference matters.

A measured item provides a quantity that can be checked against the drawings and compared with other rates. A lump sum hides more of the underlying measurement inside one price.

Neither approach is automatically wrong, but a lump sum usually gives the reader less information to audit.

Read the Description Before the Quantity

A quantity without a good description can create false confidence.

Consider:

Wall tiling, 186 m2

Now compare it with:

300 x 600 porcelain wall tiles to wet areas, full height, including adhesive and grout, excluding waterproofing, 186 m2

The measured area is identical.

The second item gives the person pricing it a much clearer understanding of the required work.

This is why the BOQ should always be read together with the drawings, schedules and specifications.

A BOQ is not intended to reproduce every detail contained in those documents.

The BOQ tells you what has been measured. The drawings and specifications tell you what that measured work actually is.

BOQ Quantity Does Not Always Mean Order Quantity

A BOQ might show 186 square metres of floor tiling.

That does not necessarily mean the builder should order 186 square metres.

The measured quantity may represent the net installed area. Procurement may need additional material for cutting, pattern matching, breakage, box quantities and spare stock.

The same principle applies to roofing overlaps, reinforcement laps, timber stock lengths and plasterboard sheet sizes.

This creates an important distinction:

Measured quantity answers "how much work is shown?" Procurement quantity answers "how much material must we buy to deliver it?"

Before adding waste, check whether waste is already included in the quantity or expected to be absorbed within the unit rate.

Otherwise, the same waste allowance can be added twice.

Precision Is Not the Same as Certainty

One of the most misleading features of estimating documents is decimal precision.

A BOQ may show:

243.67 m2

That looks extremely accurate.

But if the quantity was measured from preliminary drawings where the construction detail or finish is still unresolved, the extra decimal places do not make the underlying information more certain.

This leads to another useful BOQ rule:

Measurement precision describes the calculation. It does not describe the certainty of the design information behind it.

A professional estimate should make uncertainty visible through assumptions, provisional quantities, provisional sums or qualifications rather than allowing precise-looking numbers to imply certainty that does not exist.

Preliminaries Can Change the Meaning of the Tender

Builders naturally concentrate on trade sections such as concrete, carpentry, roofing and electrical.

Preliminaries can deserve just as much attention.

They often include the costs of running the project rather than physically constructing a single measured element.

Depending on the project, preliminaries may include supervision, site establishment, temporary fencing, amenities, temporary services, safety requirements, traffic management, cranes, cleaning, insurances and other project-wide obligations.

Many are also time-related.

A 36-week construction programme and a 50-week programme do not create the same supervision and site establishment cost.

This makes preliminaries particularly important when comparing tenders.

An unusually low preliminaries figure may indicate efficiency. It may also indicate a shorter assumed programme or missing site obligations.

Trade rates tell you what individual work costs. Preliminaries often tell you how the contractor expects to run the project.

Prime Cost Items vs Provisional Sums

A Prime Cost item, commonly shown as a PC item, is generally an allowance for an item that has not been finally selected or whose actual price is not yet known.

Typical examples include sanitary fixtures, appliances or finishes.

A Provisional Sum, commonly shown as PS, is generally an allowance for work where the final scope or cost cannot yet be determined with sufficient certainty.

Excavation is a common example.

The distinction can be summarised as:

PC item: the item is broadly known, but its final selection or price is uncertain.

Provisional Sum: the work is expected, but its final extent or cost is uncertain.

Those are not merely accounting labels. They identify where uncertainty remains in the project.

Australian Rules Around PC Items and Provisional Sums

No single Australian domestic building law governs every BOQ. Residential building contracts are regulated at state and territory level, so requirements differ by jurisdiction.

However, the general principle is consistent: allowances should not be treated casually.

NSW residential building requirements deal specifically with Prime Cost items and allowances in written building contracts. Queensland's QBCC requires appropriate treatment of Prime Cost items and Provisional Sums in regulated domestic building contracts and requires allowances to be calculated with reasonable care and skill.

Victorian domestic building guidance similarly requires reasonable allowances and identifies PC items and provisional sums as frequent sources of disputes. Western Australia's home building legislation also contains controls designed to prevent PC items and provisional sums being deliberately understated.

For builders reading a BOQ, the practical lesson is:

An allowance is not a fixed price merely because somebody has typed a dollar value beside it.

Check what the allowance covers, how it was calculated and how the eventual difference will be dealt with under the contract.

Provisional Quantity Is Different Again

A provisional quantity is not necessarily the same thing as a provisional sum.

A provisional quantity may be used where a type of work can be described and given a unit rate, but the actual quantity is not yet known.

Rock excavation is a useful example.

The BOQ may include an assumed quantity of rock excavation and a rate per cubic metre because actual subsurface conditions will determine the eventual quantity.

This separates two risks.

Quantity risk: we do not yet know how much work will occur.

Price risk: we do not yet know what that work will cost.

A provisional quantity may reduce price uncertainty by establishing a rate while leaving the final quantity uncertain.

Whether the contract sum is later remeasured depends on the contract.

"Nil", "Included Elsewhere" and "By Others" Are Risk Flags

These terms should trigger a question rather than a quick scroll.

A nil rate does not mean the work has no cost.

It may mean the cost is included elsewhere.

If so, find it.

This creates a simple rule:

If a construction cost genuinely exists, a priced BOQ should allow you to identify where that cost has been carried.

The same applies to included elsewhere.

If waterproofing is included in another trade, which trade? Is there enough value in that rate to realistically cover it?

"By others" requires even more care.

Another party may supply an item, but the builder may still be responsible for unloading, storage, installation, penetrations, supports, access, coordination or temporary protection.

The phrase identifies a scope boundary. It does not automatically remove every associated cost.

Check How Overheads and Margin Are Treated

Two contractors can price identical work differently simply because their BOQs allocate overhead and margin differently.

One contractor may build margin into individual unit rates. Another may add margin as a percentage near the end. Another may recover part of its overhead through preliminaries.

This makes isolated rate comparisons dangerous.

If Contractor A prices concrete at $430 per cubic metre and Contractor B prices it at $465, B is not necessarily more expensive.

The question is whether those rates are being compared on the same basis.

A unit rate has no reliable benchmark value until you understand what it includes.

The same caution applies when using historical rates from previous projects.

Location, date, specification, access, programme, preliminaries and margin treatment can all change what looks like the same rate.

Check GST Explicitly

Determine whether the BOQ is GST inclusive or exclusive.

Commercial estimating commonly works with GST-exclusive costs internally, while owner-facing contract values may be GST inclusive.

Either method can work.

Ambiguity cannot.

The BOQ, tender or estimate should make its GST treatment obvious.

The BOQ Summary Proves Arithmetic, Not Scope

Once you understand the pricing basis, reconcile the summary.

Trade subtotals should flow correctly into preliminaries, adjustments, allowances, overhead, margin, GST and the final amount.

But a mathematically perfect BOQ can still omit an entire trade.

This distinction is important:

Arithmetic reconciliation proves that the figures add up. Scope reconciliation tests whether all required work has been included.

They are not the same exercise.

The Three Totals in a Priced BOQ

When analysing a tender, it can help to think about three different totals.

The arithmetic total is the amount shown at the bottom of the priced BOQ.

The adjusted tender total is what the tender looks like after exclusions, qualifications and different allowances have been normalised for comparison.

The likely delivered cost is what the project may ultimately cost once provisional work, variations, programme changes and actual selections are known.

Those numbers can be identical.

On projects containing substantial uncertainty, they may not be.

This is why the cheapest arithmetic tender is not automatically the lowest commercial tender.

Cross-Check Major Quantities Against the Drawings

A builder does not necessarily need to remeasure every BOQ item before deciding whether the document is reliable.

A useful first step is to test several high-value quantities.

On a Brisbane custom home, check concrete, structural work and retaining walls.

On a Melbourne commercial fit-out, test partitions, ceilings and finishes against the relevant drawings and specification.

On an inner-Sydney renovation, pay particular attention to demolition, temporary works and existing conditions.

On a Darwin or regional Western Australian project, measured quantities may be correct, while mobilisation, freight, and plant assumptions create greater commercial exposure.

If several major quantities do not reconcile, a wider measurement check may be justified.

What if the BOQ and Drawings Disagree?

Do not automatically assume either document overrides the other.

First identify the discrepancy.

Then check the tender conditions or contract to determine the document hierarchy and order of precedence.

If the BOQ contains 20 doors while the drawings clearly show 24, raise the discrepancy before tender close wherever possible.

Simply pricing 20 can leave a scope gap.

Silently changing the BOQ to 24 can make your tender difficult to compare with competing submissions.

The better practice is:

Identify the discrepancy, record it, clarify it and then price the agreed basis.

A BOQ Does Not Establish Building Compliance

A BOQ is fundamentally a measurement and pricing document.

It does not certify compliance with the National Construction Code, Australian Standards or state and territory building requirements.

The National Construction Code contains Australia's primary technical requirements for building design and construction, subject to jurisdictional adoption and variations.

A BOQ item therefore cannot make a non-compliant product or construction method acceptable simply because that item appears in the pricing document.

Technical compliance must still be established through the design, specifications, approvals and applicable regulatory framework.

A BOQ Is Not Automatically the Contract

A BOQ may form part of the contract.

It may also remain a tender pricing schedule or supporting estimating document.

Its legal significance depends on the contract.

This becomes particularly important when quantities change.

A contractor cannot assume that every difference will automatically be valued as:

Changed quantity x BOQ rate

That may be appropriate under a remeasurement mechanism.

It may not be appropriate under a lump-sum contract.

Similarly, a rate contained in the tender BOQ is not automatically the agreed variation rate for every future circumstance.

The BOQ describes and prices work. The contract determines how contractual rights, changes and payments are administered.

For material disputes, project-specific contractual or legal advice may be appropriate.

How to Compare Two Priced BOQs

Consider two contractors pricing the same project.

Builder A returns $1.82 million.

Builder B returns $1.88 million.

A appears $60,000 cheaper.

But Builder A includes $120,000 in provisional sums, while Builder B includes $60,000. Builder A excludes scaffolding and temporary power. Builder B includes them. Builder A has allowed a 36-week programme while Builder B has priced 44 weeks.

They are no longer directly comparable.

This is why tender analysis often requires levelling or normalisation.

The objective is to establish what each contractor has actually priced before deciding which tender represents better value.

A detailed BOQ makes this process easier because commercial differences are visible at item and trade level rather than buried inside one lump sum.

Look for Pricing Patterns, Not Just High Rates

Experienced BOQ reviewers do not simply sort rates from highest to lowest.

They look for patterns.

An unusually high rate attached to a small provisional quantity may become important if that quantity later increases substantially.

Very low prices for uncertain work can indicate efficiency, but they can also signal missing scope or risk being carried elsewhere.

Heavy pricing in early project activities combined with lean later rates may also deserve examination depending on the contractual payment arrangement.

The useful question is not:

"Which rate looks expensive?"

It is:

"What commercial assumption would make this pattern sensible?"

If there is no convincing answer, seek clarification.

A Fast BOQ Quality Test

Before investing hours in a full review, test whether the BOQ deserves confidence.

Check the document revision and measurement basis. Read the pricing notes and preliminaries. Identify PC items, provisional sums and provisional quantities. Search for "nil", "included elsewhere", "excluded" and "by others". Reconcile the summary. Then independently check several major quantities against the latest drawings.

If those tests are clean, confidence in the BOQ increases.

If several fail, do not assume the remaining hundreds of rows are reliable simply because they are neatly formatted.

How have preliminaries and margin been treated? Do the quantities agree with the drawings? Which assumptions still depend on site conditions or incomplete design?

That is the difference between reading the numbers and understanding the estimate.

A good BOQ doesn't just tell a builder how much work has been measured. It makes the relationship between scope, quantity, price and uncertainty visible.
